First, have a small picture handy (less than 85x85 pixels). Then, go to "My Account" on the left side menu, click "edit", and scroll down to where you can upload a picture.
Click on "My account" on the left side menu, and, lower down on the page, click on your username in red. The edit button on this page will let you enter your gender, country, and other personal information.
